AFAIK, California requires a licensed dealer to be involved in all private transfers (i.e., we don't have the "gun show loophole"). UPDATE: Also, federal law prohibits non-licensees from transfering guns to anyone they have reason to know is not a resident of their state, without going through an FFL. I don’t think so.
