Well, yeah. People in California tend to own cars, while people in Sri Lanka don't. I think his problem is a common one that Stalin was fond of: "The death of one man is a tragedy. The death of millions is a statistic." He just doesn't know the difference between the two because his head is too small to grasp how many people died.
