(the part “for the bodello” is “für sein Etablissement” in German, the latter term is a way of referring to sleazy business or anything in the sex industry in general. And the working permit of course goes to the Polish women. What the sentence is getting at is that there is no way for the agency to check whether these women are forced into prostitution as long as they appear to have no problem with doing the job.)
