I think you misunderstand something.  If the president can&#039;t do somthing, its not the same as saying he will be punished for doing it. It just means he won&#039;t be able to do it.

Maybe you meant something other than impunity. Maybe you meant &#039;without oversight&#039; or &#039;subject to no review.&#039;  In that case it seems like you&#039;re being rather thick-skulled.  People say he has done that, and that he claims to be able to do that, but they don&#039;t want him to do that.  

So liberals certianly don&#039;t claim he has the plenary powers to do this. Thats the entire basis of their argument: that he is doing something he doesn&#039;t have the power to do.
