I suppose if I had been given a better public school education, that argument would make sense to me.</description>

		<description>Since Proposition 76 specifies that the state no longer has to pay back money not paid if it suspends the proposition 98 guarantee, it&#039;s not surprising at all that the public education lobby would oppose it.</description>
