Last week, Today, Britney Spears Mrs. X was not cited for driving with a small child dog on her lap.

    I got a citation for having a Chihuahua on my lap in the car.

    I had no idea it was illegal. Is it illegal, I wonder, out of concern for the well-being of the dog or out of fear the driver will be distracted?

    How annoying! And just today I drove onto Ft. Leavenworth with my new puppy on my lap. The guard at the front gate held up traffic while he reached in to pet her. Had either of us known, we might’ve been in Mrs. X’s situation. Then again, there might’ve been a front gate guard with a missing hand if he’d tried giving me a citation…
