The Democrats, thanks in part to John Edwards, are seeing populism as a great means to win votes. Well, populism requires an evil "them," who are stealing money that's rightfully ours, and taking away the rights taht are just naturally ours, damn it! But what populism also requiers is an ignorance of economics and the law. Don't expect the lovely Mrs Clinton to pay any attention to what she should have learned in law school if such would get in the way of her pandering for votes. This is hardly something new. But of course Hillary thinks insurance is a core Government funtion.
