Let's cut the man some slack. He might have studied up on Chicago PD's techniques. Send out OPS investigators to destroy and conceal evidence, do not reveal the name of any police officer who was involved, bar any access from any outsider to the "investigation", continue the "investigation" for three or four years until it's forgotten and/or any useful evidence has disappeared. And statutes of limitations have run out.
