Let&#039;s cut the man some slack.  He might have studied up on Chicago PD&#039;s techniques.  Send out OPS investigators to destroy and conceal evidence, do not reveal the name of any police officer who was involved, bar any access from any outsider to the &quot;investigation&quot;, continue the &quot;investigation&quot; for three or four years until it&#039;s forgotten and/or any useful evidence has disappeared.  And statutes of limitations have run out.</description>
