An initiative recently passed to require Denver police to impound the car of anyone caught driving without a license. If this had been implemented and enforced a year ago, it's possible this guy wouldn't have had a car at all - he had been stopped several times, in several different cars. My guess is that the consequences weren't high enough for the owners of those cars to even think twice about giving someone with no insurance and no drivers license a car to drive. The funny thing is, if he'd wanted to apply for citizenship he could have. He's spawned at least two anchor babies here, with a girl he must have first gotten pregnant when she was 16 or 17.
