Because of what you said. When the entire population is two, why isn’t the superlative as good as the comparative?

Because the superlative assumes at least three are being compared. If only two are, the comparative is appropriate and the superlative is ungrammatical.

Well, ok then, which is the most civilized of the Carolinas, or is it impossible for either to achieve the superlative having only one competitor?

For some reason this reminds me of the Southern phrase “hostess with the mostest” … and I vote for South Carolina.
