Tom: yup, fixed. I’m stuck on 2 because I had so many recent debates with people who think there should be a Year 0, and said that by that logic there ought to be a Zeroth Century and a Zeroth Millennium, as well.
Don: true, but why just every year? Why not every day, hour, minute, second or millisecond?

Well because as 10 year cycles go it’s easier to talk about them in 1990-1999 then 1991-2000. This is because we talk about the ’80s or the ’70s but not the ’71s +10. We don’t talk about this being the 201st decalogue. If we did then yes you’d be correct, but since we say ’80s, ’90s, it’s the start of the new decade.

Yes, just as a new hour begins every second. Anyway, I agree with your subtext, that the decades should align to the centuries.
